The unification agreement between the Federal Republic of Germany and the German Democratic Republic (1990), the agriculture adjustment law (1991), the compensation law (1994) and the arrangement about old debts are the legal frame of the transformation process of the East German agriculture. About 32.000 agricultural enterprices of different legal forms were established in East Germany up to 1998. The number of labour force decreased from nearly 850.000 in 1989 to approximately 145.000 in 1998. The animal stock was reduced dramatically, and the cultivation structures changed radically. The East German agriculture needs a model of structure policies which fulfil both the conditions of large enterprises and of family farms. The agreement of the European Council on “agenda 2000” ( March 1999 ) contributes to the stabilization of agriculture in East Germany and represents the basis for a progressive financial support of the rural areas. The “Land” Brandenburg and the “Landkreis” Potsdam-Mittelmark try to realize a sustainable regional development applying the concepts of an integrated rural development and of a decentral concentration.
