For more than 30 years now, the Ruhr Area goes through
far-reaching social and economical changes. Looking back, concerning
the current approach of regional and local politics which intend to
enhance the change, we find a basic dilemma: insufficient activities
in raising the regional innovation-blockade as well as the latest politics
of neo-industrialisation are the main catalyst for raising economical
and social dissimilarities.
Possible options to change this dilemma could be network-oriented regulation-approaches
that focus on the main objecitve of the "learning region Ruhr Area"
on a basis of sustainable development.
To investigate this new regulation-approach, this article shows a multidimensional
network- policy-concept that illustrates the possibilities to analyse
and compare the new kinds of interdependances (regimes) among state,
social and private protagonists.
Initial stages can be found among several state-political initiatives
in northrhein-westfalia (i.e. international building & landscape
exhibition Emscherpark (IBA )), as well as on a local platform.
The Ruhr-Area-metropolis Essen is taken as an example to show two current
projects of city-development: the development of the StartUp Center
"Triple Z" and the project to renovate and restructure the
Main Station Passarea. Both projects inhere the network-oriented
regulation-approach. The result of this analysis example illustrates
on the one hand chances and risks of the new network-oriented regulation-approach
and on the other hand the framework of conditions which chances and
risks depend on.
