Up to now, there is very little proofed evidence on the
        success factors of high-tech-regions. But among politicians, as well as
        scientists, there is an increasing consciousness that, beside the traditional
        location factors, other aspects get more and more important for a prospering
        regional development. These cultural factors enclose e.g. smart co-operations
        and learning organisations. Are these factors nowadays crucially responsible
        for the evolution of regional economies, for the survival of the fittest?
