The availability of highly qualified employees is one of the important preconditions for the future development of regions. In case of a continuing migration of these employees, particularly academic graduates, the potential for growth in East Germany will degrade in the long run. The local educational institutions have a considerable influence on the endowment of regions with human capital. Taking Saxony-Anhalt as an example it is demonstrated that regional universities offer positive location effects. These effects cause a higher number of academic graduates to remain in the region than one might expect in view of the labour market.
