Fostering entrepreneurship in transition economies: The contribution of entrepreneurial return migrants to the development of entrepreneurship in Shanghai

Schumpeter-entrepreneurs” are especially conducive to economic development. In China, institutional barriers still constrain entrepreneurial activities. At the same time, start-up activities have recently received more government support than just a few years ago. Shanghai in particular aims to induce Chinese living overseas to return and start up their own (high-tech) company. This paper investigates their activities and Shanghai's policies to foster entrepreneurship. The analysis shows, that Shanghai's focus on returning entrepreneurs is justified because they contribute to innovation and competition in the industries in which they start a company. Policies are particularly effective in attracting returning entrepreneurs, but they are not sufficient for creating adequate framework conditions for successful entrepreneurs. This would require a better implementation of institutional change at the regional level.
