Empirical evidence suggests that in an overall setting of
low technological capabilities, some regions in Latin America are successfully
commercialising high-tech products. The observed dynamics is based on
small networks centred around technical universities linked to international
knowledge communities. The Triple-helix-approach may successfully guide
research on late-comer development of technological capabilities.
